The SCMS project team is composed of organizations that are among the most trusted names in international public health and development. The project team is led by the Partnership for Supply Chain Management (PFSCM), a nonprofit organization established by JSI Research & Training Institute (JSI) and Management Sciences for Health (MSH).


The project team includes 13 institutions, each offering unique capabilities to help to ensure that high-quality ARV drugs, HIV tests, and other supplies for treating HIV/AIDS are available to the people-patients, clinicians, laboratory technicians, and others-who need them.


The SCMS project team exactly mirrors the combination of organizations that must be drawn into a coordinated response to the HIV/AIDS pandemic, including nonprofit organizations, commercial private sector corporations, academic institutions, and faith-based organizations with expertise in:

  • Forecasting and demand planning
  • Procurement
  • Distribution and inventory management
  • Collaboration among stakeholders



 

Booz Allen Hamilton

Booz Allen staff have supported the SCMS performance management/continuous improvement program, assisted in the design of the SCMS supply chain solution, and performed research and analysis of the market dynamics surrounding critical commodities. Booz Allen has also led workplanning and standard operating procedures development efforts for SCMS; supported SCMS communications and outreach activities; provided technical support in the completion of technology assessments and assisted in the development of action plans and policy statements in a range of technical areas. Booz Allen Hamilton has been at the forefront of management consulting to businesses and governments for more than 90 years. Since project inception, Booz Allen has worked closely with and as part of the SCMS team to develop program strategy, and design and implement the program's critical systems and processes.

 

Crown Agents USA, Inc. (CA-USA).

For SCMS, Crown Agents USA, Inc. provides procurement services for non-pharmaceutical products including test kits, laboratory equipment, and supplies, as well as management and technical direction for selected SCMS country offices, including coordinating country support to HIV/AIDS commodity policy, planning, and operational meetings and coordinating committees. In addition, Crown Agents provides technical assistance in capacity building and training. Crown Agents USA, Inc. is the US affiliate of The Crown Agents for Overseas Governments and Administrations, Ltd. (Crown Agents). Crown Agents is a 175 year-old development organization, headquartered in Sutton, United Kingdom, with offices in 39 countries throughout the world. Crown Agents, best known for its procurement and supply chain strengthening services in developing countries, works with public and private sector organizations in more than 100 countries and has undertaken work supported by virtually all international donor and funding agencies. As a partner to JSI on the DELIVER project, Crown Agents USA, Inc. has served Emergency Plan programs throughout Africa, and is one of the largest worldwide Procurement Services Agents of HIV/AIDS test kits.

 

i+solutions

For SCMS, i+solutions manages procurement of antiretrovirals and pharmaceuticals for opportunistic infections and provides technical assistance in quantification, warehouse management, procurement and MIS. i+solutions, a leading pharmaceutical supply chain management consultancy, provides expertise in project management, pharmaceutical procurement and distribution, technical assistance, and training relevant to the treatment of people living with HIV/AIDS. i+solutions is a nonprofit organization that supports governmental and nongovernmental organizations in developing sustainable supply chain systems based on deep experience in regulatory affairs, procurement, warehouse management, and distribution of pharmaceuticals.


 

JSI Research & Training Institute, Inc. (JSI)

JSI is the implementing partner and a principal subcontractor for the Partnership for Supply Chain Management, and in this capacity provides overall management of PFSCM’s efforts. JSI also provides technical expertise in supply chain management, capacity building and training, country operations, MIS, and communications, and both project management and technical direction for selected SCMS country offices, including coordinating country support to HIV/AIDS commodity policy, planning, and operational meetings and coordinating committees. JSI Research & Training Institute is a nonprofit organization dedicated to improving the health of individuals and communities in the United States and around the world. Founded in 1979, and having implemented projects in 104 countries since its inception, JSI assists developing country governments, donor agencies, nongovernmental organizations, and private companies in strengthening health systems. Through the USAID/DELIVER project and related supply chain contracts, JSI helps to ensure the availability of health supplies by strengthening systems, training people to manage those systems, assisting governments to develop policies that support commodity security, and mobilizing financing for essential health commodities.

 

Management Sciences for Health (MSH)

MSH, an international nonprofit organization, uses proven approaches developed over four decades to help leaders, health managers, and communities in developing nations build stronger health systems for greater health impact. As a PFSCM partner and principal subcontractor for SCMS, MSH provides project management and technical direction for select SCMS country offices, including coordinating country support to HIV/AIDS commodity policy, planning, and operational meetings and coordinating committees. MSH also provides technical expertise in patient safety and pharmacovigilance, supply chain management, financing, capacity building and training, procurement, policy and governance, MIS, and quality assurance. Through its Center for Pharmaceutical Management, MSH professionals work with host-country partners to strengthen existing systems and implement innovative approaches to help ensure access to and appropriate use of high quality medicines and other health technologies. Since 2007, MSH has been responsible for three major pharmaceutical management programs: the USAID-funded Strengthening Pharmaceutical Systems cooperative agreement (SPS), the Gates-funded Eastern African Drug Seller Initiative (EADSI), and the Swedish International Development Cooperation Agency-funded INRUD Initiative on Adherence to Antiretrovirals. In 2009, MSH was also awarded the USAID-funded Securing Ugandan's Rights to Essential Medicines cooperative agreement (Uganda SURE).

 

The Manoff Group

The Manoff Group provides support for information, knowledge management and project communications for the SCMS project. The Manoff Group is a woman-owned small business that provides assistance in communications and behavior-centered planning, management, and evaluation for health, nutrition, and population programs. The firm has been at the forefront of social marketing development since it first applied commercial marketing techniques to social programs in India in 1967. Since then, The Manoff Group has brought innovations in qualitative research methods, communication strategies, media planning, and the creation of training materials to health, family planning, environment, and nutrition programs around the globe. 
 

MAP International

For SCMS, MAP operates a regional distribution center in Brunswick, Georgia, in addition to managing a program of donations to augment US Agency for International Development spending on HIV/AIDS commodities. MAP also provides freight forwarding services as
required for Caribbean and Latin American destinations. MAP International, founded over 50 years ago, is a world leader in receipt and distribution of donated medicines and medical supplies for the developing world. With a staff of 130 working on four continents, this nonprofit relief and development agency provides essential medicines through a network of hospitals, clinics, and community/relief center dispensaries in more than 100 countries. MAP has successfully distributed over $1.8 billion worth of medicines and medical supplies since its founding.


 

North-West University (NWU)

For SCMS, NWU provides drug quality assurance, laboratory, and regulatory consultancy services. NWU also participates in vendor prequalification and performance auditing. NWU, part of South Africa’s premier university system, comprises the drug analytical and development experience of the NWU Research Institute of Industrial Pharmacy and the Center for Quality Assurance of Medicines (CENQAM), among others. A designated World Health Organization Collaborating Center for quality assurance (QA), CENQAM has been a regional leader in QA and training since 1994.

 

Northrop Grumman

For SCMS, Northrop Grumman provides lead management roles in MIS design, development, and systems integration. Northrop Grumman is the largest systems integrator serving the needs of the US government, including US Agency for International Development and each of the funding agencies that support PEPFAR. Northrop Grumman currently manages a large contract providing IT support to the Centers for Disease Control and Prevention.

 

RTT

RTT provides management expertise for the entire SCMS freight forwarding solution by operating West, East and Southern African regional distribution centers, providing secure freight forwarding solutions from port to warehouse and service delivery points to selected African countries, and delivering highly skilled technical assistance consultants specializing in warehousing and distribution to assist in developing supply chain capacity in the public health structures of all PEPFAR supported countries. RTT, one of South Africa’s top Black Economic Empowerment companies, has provided specialist pharmaceutical distribution services for more than 25 years. As a leading supply chain management corporation, RTT’s seven service-focused business units provide secure warehousing, inventory management, distribution, and IT services to more than 350 multinational customers and over 1,500 local commercial enterprises throughout southern Africa.

 

UPS Supply Chain Solutions

As the SCMS lead logistics provider, UPS manages global logistics operations, customs clearing, and freight forwarding of products internationally, and provides cost savings to the project through leveraging existing supply channel relationships. UPS also provides tracking services for shipments from manufacturer to destination.  UPS Supply Chain Solutions is a unit of UPS that provides logistics and distribution, international transportation and freight forwarding services (ground, sea, air, and rail), international trade management, and customs brokerage services. UPS Supply Chain Solutions helps companies succeed by providing insightful, practical ways to improve supply chain performance, leveraging their global network of facilities and IT infrastructure, an extensive portfolio of logistics services, in-house international trade professionals, and a legacy of operational excellence. UPS Supply Chain Solutions provides global solutions to customers in the high-tech, government, health care, retail, consumer goods, industrial manufacturing, and automotive industries.

 

Voxiva

Voxiva has designed and developed the SCMS resource management system to display project statistics in dynamic web-based dashboards and support project management and coordination. As part of SCMS, Voxiva provides systems integration expertise to our MIS team, in-country information systems, and technical assistance in MIS development and installation. Voxiva, Inc. is a provider of practical information solutions to strengthen health care systems and improve government service delivery in Africa, Asia, Latin America and the US. Because Voxiva's clients work in diverse environments, often beyond the reach of the Internet, its systems do too. Voxiva solutions leverage the world's 2+ billion mobile phones (including over 1.7 billion in the developing world), as well as fixed-line phones, PCs, PDAs and other technologies to cast a much broader reach than Internet-only solutions. Voxiva systems are used to track diseases, monitor drugs and critical supplies, manage programs and monitor patients. Voxiva's information systems enable real-time data collection from health facilities, data analysis and decision support, structured communication, and information sharing.

3i Infotech, Inc. provides information technology solutions for manufacturing, retail and distribution, banking and finance, and e-governance.
